About the “Payatas Initiative”

The Payatas Initiative, A BlueRing flagship project, targets the uplifting of 6,000 families from the grips of poverty in Metro Manila, Philippines, directly impacting an additional 12,000 families in the vicinity of Southeast Asia's largest slum. This ambitious project is brought to life through strategic partnerships with local entities such as He Cares Mission, the Department of Environment and Natural Resources (DENR), the Quezon City government, and, critically, the Payatas community. Together, we address the root issues of urban poverty.

Our Approach

Our comprehensive strategy tackles essential aspects of urban hardship:

Housing and Community: Through the development of "Vertical Villages," we provide not just shelter but a community. This innovative housing model offers quality living spaces with a "rent to own" scheme, making homeownership attainable within a generation. These communities also feature commercial areas to boost local economies and utilise cutting-edge technology to achieve energy and carbon neutrality.

Food Security: Our "Vertical Farms" and rooftop gardens are designed to meet 75% of the community's nutritional requirements, complemented by food processing centers that bolster local employment.

Waste Management: Transforming waste into wealth, our "waste to energy" module converts trash into clean energy and other valuable products, generating employment and enhancing public health.

Empowering Communities: A pivotal element of the Payatas Initiative is community empowerment. We foster ownership and self-reliance by involving community members at every stage. A novel aspect of our model is the minimal requirement from governments—simply the provision of land and repurposing areas already occupied by informal settlers. Our collaboration with the innovative JALA App enables even the poorest community members to finance their path to recovery, thereby severing the chains of dependency.

Concurrently, we've fortified a corporate structure robust and reflective of the grand scale of our aspirations.

David originally qualified as a Mechanical Engineer, working with Ford Motor Company, Fiat and Iveco over a 20 year period. During this time, experience was gained in design, manufacturing, logistics and procurement.
Within these roles David took responsibility for a significant number of International projects. These gave him first hand experience of working and managing in Europe, North America, South America and Asia. A number of these projects involved the additional complexity of multi-business collaboration which demanded clear and effective communication to deliver the desired outcomes.
David later undertook senior operational and strategic roles with BTR, Invensys Pilkington and Laing ORourke. In the last two of these roles he held main board positions.
Much of the learning and experience from the automotive industry was relevant and needed in the construction industry. A sector where waste and inefficiency had been allowed to go almost unchallenged. The reduction in variation, specification and sub-contract sources lead to financial, time and safety benefits for the business.
For the last 12 years David has operated as a Commercial consultant, undertaking projects in Utilities, Construction, Facilities Management, Hospitality and Manufacturing. His broad business understanding and global experience has enabled him work swiftly and effectively to bring benefits to many organisations.
